TMS Backs D4 Group to Strengthen Global Driver Workforce Capacity

Transportation Management Services (TMS), the global leader in event and mission-critical transportation management, today announced its strategic backing of D4 Group, a professional driver workforce company focused on supporting global transit agencies, mega event organizers, venue and campus operators with immediately deployable driver capacity.

D4 Group emerged following the success of the FIFA World Cup Qatar 2022, where TMS delivered a record-setting transportation program that mobilized 7,000 professional drivers across nine countries, transported 5.5 million passengers, and achieved zero missed KPIs. That operational blueprint now underpins D4 Group’s mission to help transit agencies, mega event organizers, venue and campus operators address the growing global driver shortage.

The challenge is structural and accelerating. Europe is projected to face 275,000 unfilled driver positions by 2028, and traditional recruitment pipelines are not keeping pace with demand. This is creating sustained operational risk for public transit agencies, contract operators, mega event organizers, and venue and campus operators responsible for maintaining service reliability and guest mobility.

D4 Group connects transit agencies, operators, mega event organizers, venue and campus operators with an international network of pre-vetted, experienced professional drivers who are ready to deploy now. Rather than relying on long-cycle recruitment models, D4 Group provides immediate workforce readiness to support service continuity, seasonal demand, contingency operations, surge capacity, and large-scale transportation programs. While D4 Group maintains deep expertise in mega-event deployments, its primary focus is strengthening day-to-day operational resilience for global transit agencies, while also enabling reliable transportation delivery for major events and venue- and campus-based programs.

“TMS has worked alongside Chet Gillespie and his team for years, including during the FIFA World Cup Qatar 2022,” said Kevin O’Connor, CEO of TMS. “We know firsthand what they are capable of operationally. D4 Group is solving one of the most urgent structural challenges facing the transit and events industry: access to qualified, safety-vetted professional drivers at scale.”

“D4 Group is building a professional driver workforce platform designed for the realities of modern transportation operations,” said Chet Gillespie, Founder, D4 Group. “Our focus is supporting transit agencies, mega event organizers, venue and campus operators with immediate, reliable driver capacity, while retaining the ability to scale into major events and surge deployments when required.”

With TMS’s backing, D4 Group will expand its international driver network, deepen partnerships with transit agencies, private fleet operators, mega event organizers, and venue and campus operators, and support transportation programs across public transit, enterprise mobility, contingency operations, and large-scale special events.
